The purpose of this document is to show the progress made by the Colombian capital in terms of security, to reflect on the challenges it faces and to bring to the forefront the criticisms of the population. It demonstrates the important place of the relationship between security and development in the remarkable transformation that Bogota has undergone during the last two decades; but it also discusses the limits of this mutation. This tension is the central object of reflection, revealing both the central work of public policy in the capital and the dimension of the tasks it faces. Challenges that are evident in the difficulty to reach single-digit homicide rates, in the persistence of "violent enclaves" and the spread of violence. Popular perceptions reflect it, the persistence of practices such as "social cleansing" reveal it, the road ahead is arduous.
