Drug trafficking is an international and even transnational crime, as it crosses borders regardless of the legislation in force. Indeed, drug-related crime affects every continent and every country without exception. States have become aware of the extent of this delinquency, and of the danger they run if they do not try to put a stop to it. And unlike what normally happens at the legislative level, the will to combat this phenomenon originated in international law within the framework of United Nations conventions, before finding its way, rather belatedly, into national legislation.
