Work developed in the postgraduate course in constitutional law at IDCC-Londrina. Brazil resonates for improvements, and the Brazilian people bed for improvement of public services. It turns out that the problem of inefficiency of public service is linked to the scarcity of resources, which in turn has corruption as an enemy. It is worth saying, therefore, that the fight against corruption is inexorable with the theme of scarcity of resources. The use of popular action as a fight against improbity is a frontal theme in the fight against this scourge, to the extent that the use by the citizen of this constitutional action assists institutional bodies in combating illicit acts that affect public assets.
