In order to carry out this study on the financial autonomy of the Conseil Régional des ONGD du Sud-Kivu, the author presents, in a general way, the context of the creation of non-governmental organisations in the Democratic Republic of Congo. The author devotes a chapter to the evolution of the associative movement and its characteristics at the country level, which reached its peak between 1986 and 1996. It was during this period, known as the "fat cows", that the voluntary sector and all the NGDOs in Zaire at the time reached their peak and carried out sustainable development projects and programmes, some of which are still visible in the field. It was also during this period that good self-financing initiatives were developed thanks to solid partnership relations with the North.

Nato nel Sud Kivu, nella Repubblica Democratica del Congo, nel maggio 1960, Déocard CHIRHALWIRWA MURHAMBO ha conseguito un Master in Gestione delle microimprese presso il CIESA/Canada, una laurea in Organizzazione scientifica del lavoro e un diploma in Pianificazione regionale. È uno dei pionieri del movimento associativo in RD Congo.
