About the author










Francisco Garcia Associate Professor with Aggregation at the IEP/Portuguese Catholic University, Visiting Professor at the Law Faculty of the New University of Lisbon and at the Military University Institute. He was Head of the Postgraduate Studies Department of the Military Academy, Deputy to the General CEME; Adviser to the Portuguese Delegation to NATO and to the EDA.
