Public procurement law is complicated in Haiti. From the point of view of Haitian small and medium-sized enterprises (SMEs), public procurement is synonymous with complexity and obstacles. Economic operators face numerous technical and financial difficulties. In addition to the proliferation of constraints imposed by the contracting administrations, the tender documents contain tedious texts that discourage SMEs from participating in the calls for competition launched by the public authorities. Indeed, apart from the key measures such as the allotment obligation and national preference, the willingness of contracting authorities to facilitate SMEs' access to public contracts is an important factor in really encouraging them to participate in calls for tender.
