We are, of course, aware that corruption is a scourge that spares no society and prevents the true Modernization of a country and pushes it into the criminal governance of public contracts, mediocrity and chaos. That is to say, in the development of underdevelopment. Nevertheless, we do not intend to resign ourselves to it as if it were an inevitable fate. It is high time, indeed, to take in hand this pernicious phenomenon and the axis of evil with harmful effects that are as many obstacles to development and violations of the law, citizenship and religious prescriptions. Public procurement is the area that has been most singled out as a result of the lack of Ethics and Integrity. The OECD estimates that it is the most vulnerable area to corruption. Hence, in these few lines, I present to the readers and actors of public markets the ways out to put an end to or reduce the stacking of this social iniquity and enemy of development. By its magnitude, the fight against corruption has become a matter of state, which His Excellency the President of the Republic has recalled in several of his speeches.
