This study is part of the general issue of environmental law and is intended as a contribution to the work devoted to this subject. The present study focuses on a number of fundamental questions: What is meant by environmental risk and exposure threshold? What are the possible effects of exposure to environmental risks? How can they be assessed? What thresholds can be used to deduce whether or not there is an environmental risk? How are environmental thresholds set? What is their function? Are the thresholds reliable and legitimate? This problem has led to the organisation of this work around two main axes: Devoted to environmental law as a technical and quantified law (I), the first part of the paper first dealt with the consecration, or rather the genesis and evolution, of the notion of threshold in environmental law (chapter 1), and then with environmental damage beyond thresholds (chapter 2). Far from being closed, the issue of thresholds of exposure to environmental risks remains completely open and extremely complex throughout the world.
