The Local Agricultural Innovation Systems - Plan of action for the implementation of the system, contribution to themunicipal development, in Güines, Mayabeque Province.

The Model of Government Management for Innovation (MGGI) has a nationwide scope, from the central to the local level, encompasses all spheres of society and is led by the country's highest level of management. Likewise, the local dimension in government management is fundamental for the sustainable development of the nation. In this sense, the autonomy of the municipality is essential to defend and lead the economic and social strategy in the territories, systematically assessing the success and results of public policies implemented at that level, which also favors open innovation at the local level. In general, municipalities do not have a space for concertation, articulation of knowledge and innovation in terms of local development of the territory.
