All state bodies and public servants within the limits of their authority must strictly promote: the creation of conditions ensuring a decent life and free development of man, protection of labor and health of people; state support of family, motherhood, fatherhood and childhood, disabled and elderly citizens; realization in practice of equality of human and civil rights and freedoms regardless of sex, race, nationality, language, origin, property and official position, place of residence, attitude to religion, beliefs, etc.
