Smuggling of narcotic drugs and psychotropic substances, their precursors or analogues, as well as plants containing narcotic drugs or psychotropic substances, or their parts containing narcotic drugs or psychotropic substances, is one of the most serious threats to the security and stability of Russian society. In fact, we are dealing with drug aggression, into which more and more groups of people are being drawn. In this case, not only increases the criminalization of society and creates a threat to public health, but also undermines the moral and ethical foundations. The greatest danger to Russia is the smuggling of narcotic drugs, psychotropic substances, their precursors or analogues, plants or parts thereof containing narcotic drugs, psychotropic substances or their precursors, as well as tools or equipment under special control and used for the production of narcotic drugs and psychotropic substances.
