This essay provides some details on the terms that are the basis for the development of a new city placing the environment at the heart of its creation. In addition to these concepts-issues of sustainable urban development, a multi-criteria evaluation method making it possible to assess the importance and quality of taking the environment into account during the development of planning documents is elucidated. This was followed by a case study conducted by L3 students in Architecture, urban planning and development from the Kongo University in the LOMA district in order to identify the environmental characteristics of the SAVLO locality.The results obtained from this study led to the hypothesis of adopting the reinforcement of the consideration of the environment in the creation of a new city. This is a development of the SAVLO locality which has experienced since its creation successive waves of uncontrolled urban floods which must be stemmed. This approach is particularly in line with the economic logic of operational urban planning tools, namely: matching demand, densification, controlled diversity and economic management.
