About the author

Marc Flandreau is a professor of international economic relations at the Institut d'Etudes Politiques de Paris. He is a research affiliate at the Centre for Economic Policy Research and a research associate at the Observatoire Francais des Conjonctures Economiques (OFCE). Frederic Zumer is professor of economics at the University of Grenoble, Switzerland and research associate at OFCE.
