Good human resources management is one of the pillars of a structure's performance, so much so that issues of recruitment, remuneration, involvement and motivation are at the center of employers' concerns. This work analyzed the factors that explain the low motivation of the staff of the Ministry in charge of Social Action, particularly the staff of five (05) social services in the municipality of Ouagadougou. In order to identify the various aspects of the subject, the study presents the theoretical and methodological framework through a problematic, questions and hypotheses as well as a literature review. This research revealed that low staff motivation is linked to staff management, working conditions and the personal aspirations of each agent.
