Nascido em Karaganda, a 14 de Abril de 1949. Participou na elaboração do Código Penal da República do Cazaquistão de 1997 e 2014. Titular da bolsa do Ministério da Educação e Ciência "O melhor professor da universidade" (2008). É o principal investigador da Instituição Estatal "Instituto de Legislação da República do Cazaquistão" sob o Ministério da Justiça da República do Cazaquistão.
