Nascido a 13 de Junho de 1961 na aldeia de Babinovichi, distrito de Liozna, região de Vitebsk, República da Bielorrússia. Licenciado pelo Instituto Pedagógico S. M. Kirov Vitebsk em 1982, completou os seus estudos de pós-graduação em 1991, foi-lhe conferido o grau de candidato às ciências pedagógicas, 1995, detém o título de professor associado.
