Irina Yakovleva è nata l'8 marzo 1978 a Baku. Nel 2002 si è laureata all'Accademia petrolifera di Stato dell'Azerbaigian, specializzandosi in "sviluppo di giacimenti di petrolio e gas". Dal 2003 lavora nel sistema dell'Accademia delle Scienze dell'Azerbaigian.
