Schools did not develop in psychological, emotional, social, linguistic and cognitive skills that bonded parents, school and teacher. The busing was to schools with an authoritarian and hierarchical structure and did not give differently developed or underdeveloped students skill and confidence to develop a bond between home and school to support learning. Their shared background information and cultural literacy was missing.
