Nuclear power plants are distinctive both in the application of a technology that harnesses the energy stored in the nucleus of an atom and as an organization that can manage this technology safely. The Institute of Nuclear Power Operations Traits of a Healthy Nuclear Safety Culture defines nuclear safety culture as the core values and behaviors resulting from a collective commitment by leaders and individuals to emphasize safety over competing goals to ensure protection of people and the environment.
