The municipality of Breves is intrinsically associated with the rest of the Amazon Region, both because of its environmental characteristics, and also because of the contradiction between the abundance of natural resources and the situation of poverty of most of the local population. It is in this context of contradictions that the analysis of the governance of local development plans in the Municipality of Breves becomes necessary and relevant, since it will show the understanding of the dynamics linked to these plans. Governance represents a process of promoting socially fair actions and expanding citizen participation in decision-making processes. Local development public policies, in turn, represent an endogenous process of change. And local development planning, discussed here (Master Plan, Multi-Year Plan, and Strategic Planning), has the purpose of developing public policies aimed at achieving the public good.
