Water as a source of life is now one of the most devastating weather factors on the earth's surface. According to IPCC (2007), the aggressiveness of the climate through the observed increase of greenhouse gases and the rise in temperatures have impacts on water resources. This situation affects almost every country in the world with violent floods that make populations vulnerable and very fragile. Côte d'Ivoire is experiencing significant climate variability. Thus, the coastal cities of southwestern Côte d'Ivoiredo not escape this sad reality. Indeed, climate variability causes frequent flooding in the city of Fresco caused by extreme rains. These extreme rains have negative impacts on local populations, the urban and coastal environment and especially on socio-economic activities.
