This text fills an important gap in public policy programs: the study of the motivations and forms of government intervention from an economic perspective. Excellent texts exist for the U.S. context, but not for Latin America or Mexico in particular. By following the approach of economic science, we aim to study the theories that explain the behavior of government and its agencies. We touch on the issues we consider most important. We start with the study of property, which is a fundamental eco- nomic concept, and we study issues of taxation, budgeting and money. In addition to conventional topics in public finance courses, we study the economics of bureaucracies and the political economy of the budget.
