Many times, the police are the first to respond to an individual in crisis; even those involving mentally ill. While we see evidence of positive change, there are still shortcomings when it comes to criminal justice response in the behavioral health system. There is a lack of access, availability, continuity, coordination, and responsiveness. About the author










Frank Mielke is the president of Audubon Management Consultants. As president, Frank blends his understanding of organizations and experience from his Public Safety teaching, research and consulting. He was previously on the faculty of Saint Joseph's Institute for Criminal Justice and Public Safety, author of "Management Processes - a Guide for Leaders in Public and Industrial Safety" and has conducted research on, and consulted to fire, police, emergency dispatch and public safety organizations. Frank received BBA in Business Administration from Saint Francis College, Brooklyn, NY and his MBA from Temple University, Philadelphia, PA.

Charles Kocher, Ed.D, is professor of Justice Studies at Rowan College of South Jersey and affiliate professor at Saint Joseph's University. He is the author of numerous articles and the author of the book, Camden Police: In Defense of Law and Order. He worked for 27 years for the Camden Police Department, most recently as Deputy Police Chief. He is affiliated with International Chiefs of Police Administration Committee, Academy of Criminal Justice Sciences Eastern Conference of the ACJS, the American Society of Criminology (ASC), among others. He received his Ed.D from Saint Joseph's University, Philadelphia, Pennsylvania.
