Family, maternity, paternity and childhood are an important link in the formation of civil society. In order to create a healthy society, good conditions for the development of each individual are necessary, and the basic stages of their development begin in the family. Therefore, legislation establishes norms of constitutional and legal protection of the family, maternity, paternity and childhood that are essential, above all, for improving the demographic situation in the country and for developing a healthy, educated society. The Russian Federation is a State governed by the rule of law, in which the individual and his or her rights are of the highest value. But periodic outbreaks of domestic violence (the case of Dmitry Grachev from Serpukhov, who chopped off his wife's hands), child terror (the Kerch college massacre, which killed 21 people), and bullying of children from dysfunctional families (the tragedy in the town of Safonovo in Smolensk region, where a 14-year-old girl killed herself because of bullying her peers) are cause for greater government attention to the legal policy to protect families, mothers, fathers and children.
