Family, maternity, paternity and childhood are an important link in the formation of civil society. But periodic outbreaks of domestic violence (the case of Dmitry Grachev from Serpukhov, who chopped off his wife's hands), child terror (the Kerch college massacre, which killed 21 people), and bullying of children from dysfunctional families (the tragedy in the town of Safonovo in Smolensk region, where a 14-year-old girl killed herself because of bullying her peers) are cause for greater government attention to the legal policy to protect families, mothers, fathers and children.
