Following the constitutional revision that took place through the law n°2019-40 of November 7, 2019, the Beninese executive has been rearranged with the appearance of a position of vice president of the Republic without, however, altering the very essence of the institution. Indeed, power at the top of the State has not been shared, which undoubtedly highlights the specificity of the Beninese political system. The study of the President of the Republic in the revised Constitution is of particular interest. The aim was to see whether the rules governing the President of the Republic had been amended and, in practice, the impact of his powers on the people and respect for their fundamental rights and freedoms.In order to do so, it was necessary to examine the consideration given to the office by the Constitution through the method of appointment and the powers of the office-holder by asking whether or not his powers are absolute.
