Initially, the problem of water arose in terms of availability of the resource and difficulties of access. It is only with the emergence of water supply and demand that we speak today of a market. However, should the water market be subject to the law of competition like other economic goods or, on the contrary, since water is part of the public domain, each user must respect its ecological value so that the quality of this commodity is not affected. Naturally, it is rather a matter of consultation between all the actors involved. This is what justifies the order of the Togolese Minister of Water and Village Hydraulics dated 30 November 2020 and published in the @gapola editorial office on 1 December 2020, which is intended to be a catalyst. Thus, this article aims to be a communication to help the acceptance of this ministerial decision to ensure an evaluation of public policies in this essential sector of activities and where tools of good governance such as the OECD are involved.
