"We stand behind our offer to engage with Iran, but we are rapidly approaching the moment when we will have to give full meaning to all elements of our strategy. We, along with our partners, believe that the time has come to increase pressure on Iran. Such pressure is necessary to uphold the integrity of the UNSC and IAEA, and demonstrate that continued non-compliance has consequences." -- Hillary Clinton, U.S. Secretary of State, confidential diplomatic communique
