La MÉCA, Maison de l'Économie et de la Culture Créative d'Aquitaine, domine les quais de Paludate, à côté de la très belle halle Debat-Ponsan. Elle marque l'entrée ferroviaire de la ville ainsi que la reconquête urbaine d'une zone délaissée, pourtant mitoyenne de la gare. Abritant dans ses 18 000 m2 trois institutions distinctes (le FRAC, l'OARA et PALCA), la MÉCA doit rendre possible un fonctionnement autonome de celles-ci tout en affichant une cohérence globale des parties qui la composent. Le concept mis en oeuvre par les agences BIG et Freaks est celui de deux anneaux concentriques qui tournent autour d'une « pièce urbaine » : une place surélevée et ouverte sur la ville, au coeur du bâtiment. Le premier anneau est formé par les institutions qui se partagent les piliers et le pont de l'arche monolithique. Le foyer commun situé dans le socle clôt la boucle imaginaire. Le deuxième anneau qui circule autour de la « pièce urbaine » n'est autre que l'espace ouvert et praticable qui entoure le bâtiment. Bien plus qu'une arche monumentale, la MÉCA est donc une mise en mouvement, d'institutions et de dynamiques urbaines.
The MÉCA, Maison de l'Économie et de la Culture Créative d'Aquitaine, overlooks the Quais de Paludate, next to the beautiful Debat-Ponsan hall. It marks the point at which the railway enters the city, and embodies the reclamation of a neglected area that is nonetheless adjacent to the station. Covering a total of 18 000 sq m., it comprises three distinct institutions (FRAC, OARA and ALCA), the MECA makes it possible for each to function independently while ensuring the overall coherence of its constituent parts. The concept implemented by BIG and Freaks is that of two concentric rings surrounding an « urban room » : a raised square open to the city at the heart of the building. The first ring comprises the institutions that share the pillars and span of the monolithic arch. The shared lobby in the base closes the imaginary loop. The second ring, which surrounds the « urban room » is none other than the open public space around the building. Much more than a monumental arch, the MÉCA is designed to set institutions and urban dynamics in motion.
