This is a comparative international study of the patterns of planning in local governments. While strategic planning has been a field of interest for public management and administrative science for over half a century there are very few cross-national studies of the specifics of planning in local governments. The book analyses the planning activities of local authorities in 7 diverse countries: France, Hungary, Romania, Russia, Spain, Turkey and USA. Although theoretical models of strategic planning are used, the book's findings point to a very diverse and interesting environment with cultural, political and legal factors playing a significant role in shaping how planning is done in each country.

About the author

Călin Emilian Hințea is Professor and Dean of the School of Political, Administrative and Communication Sciences at Babes Bolyai University, Romania, and Adjunct Professor at Michigan State University, USA. He specializes in strategic analysis and planning, and is the author of numerous books and journal articles in these fields.
Constantin Marius Profiroiu is Professor and Deputy-Rector for International Relations at the Bucharest University of Economics (ASE), Romania, where he lectures in public policy, strategic management and  European institutions and policies. He was the President of the Network of Institutes and Schools of Public  Administration in Central and Eastern Europe (NISPAcee) from 2014 to 2016.
Tudor Cristian Țiclău is Lecturer at the Public Administration Department, School of Political, Administrative and Communication Sciences, Babes-Bolyai University Cluj-Napoca, Romania. His research interests are in strategic planning, organizational theories and public sector leadership.
