That this is true is not as severe a criticism of the method outlined as would be expected, because few data are available that can be applied to give correct runoff values by any method new in general use in the Region. The deficiency is being rapidly over come by the collection of rainfall-runoff data at many locations in the Region through rainmaker experiments and experimental watersheds. Furthermore, the method does have a very great value in the fact that factors influencing runoff are placed in their preper relation to each other and may be evaluated.
