Intanto il tempo trascorre ed il Progetto non diviene Legge. Già parecchie volte i vari Gabi netti ne hanno fatto promettere la promulgazione ne' discorsi della Corona; e presentato da Voi il Progetto definitivo al Senato del Regno nel 1877, questo non lo approvava che nel giugno scorso.
