Cybercrime is a universal phenomenon like crime. It was born in a context related to the development of new information and communication technologies. The various criminals who do it, attack both natural and legal persons. Its consequences are serious and the countries give themselves to its struggle. In France, the French legislator has for some years been equipped with specialized law enforcement bodies both nationally and internationally and with legislation deemed appropriate (up to date) and evolving. On the other hand, unfortunately, in the Democratic Republic of Congo, the Congolese legislator is struggling for an organization able of having similar bodies and adapted laws.
