In making this apology, I should like it to be understood that I deem the limitation imposed by the Title of this Treatise a very wise one. The subject embraced by that Title is amply sufficient for a single Essay to discuss, if the discussion is to be in any wise exhaustive. And, I. May add, in the present case it seems to me especially desirable.
