Aún suponiendo al país sin telégrafos y en las peores condiciones financieras y que se viera obligado a con ceder la construcción y explotación de ellos a empresas, siempre debe hacerse valer el derecho que da al Director General el art. 75, inciso 20 de la Ley de Telégrafos, para ejercer una fiscalización severa, la que ahora no existe porque ha sido olvidada la prescripción dela ley.
