In the same paragraph Buchanan asserted that his govern ment possessed both the ability and the will to restrain the Indians within the extended limits of the United States from making incursions into Mexican territories as well as to execute all the other stipulations of the eleventh article. During the next few years Mexican officials were to question the will and the United States was to have its eyes opened as to the ability required to restrain the Indians in question.
