It may, however, be doubted if the people of England, even with Mr. Birrell's recommendation before them, will so far overcome the popular pre judice against Blue Books as to devote to the Report in question that close study which would alone enable them to grasp the meaning, purpose and possible results of the somewhat complicated and certainly ill-digested scheme therein put forward by the majority of the Commissioners.
