Excerpt from Speech of Hon. Garrett Davis, of Kentucky, in Committee of the Whole, in Which He Gives a Sketch of the Political History of Massachusetts: Delivered in the Senate of the United States, February 16 and 17, 1864
Mr. Davis. Here is the report of a most extraordinary declaration by the Secre tary of State to the minister of the first Power on earth accredited to our Govern ment. This declaration is published in the papers, and, so far as I know and have understood, it never has been contradicted.
