When this pamphlet was begun, the recent difunion, and fuhfeq11entehanges, in the cabinet, were not even fur mifed. 'without at all pretending to prejiidge the mea fares and competency of the prefent Adminiftration, every one mutt deplore the lofs of the mo¿ fplendid talents, joined to the molt unfullied integrity, which the country has lately fullained; more particularly at this juncture, when all Europe is arming againfi us, and we find our felves called open to unite every exertion, to affert our in dependence, and to vindicate our honour'and our rights.
