Sir Richard Cross, the Home Secretary, had identified his name and the name of the Government with a Water Bill, in which an arrangement was made with the City companies which was by no means popular Their Water Bill helped to drive them to the country. Not that a Water Bill of some kind or other was unneeded. The London water-supply is very bad and very dear 3 perhaps at once the dearest and the impurest water supply in the country.
