Excerpt from Twenty-Fifth Annual Report of the Railroad Commissioner of the State of Virginia, 1901: Published Pursuant to Law
During this year I was compelled to bring suit against the Baltimore and Ohio and Southern Railroads.
I print below the opinion of the Court of Appeals. This decree of the court set tles a vital question.
Since this opinion was delivered there has been no friction on this question.
Altogether the roads are in good order, well managed, and making money.
