The Handbook is designed to continue the service rendered by the Bibliography of Settlements which was published in a succession of editions up to 1905 by the College Settlements Association.

The typical settlement, under American conditions, is one which provides neutral territory traversing all the lines of racial and religious cleavage. The house which is wholly unsectarian not only from the point of view of its staff, but as judged by the various elements in its neighborhood, represents the main action of the kind of social enter prise here set forth. Nevertheless, it is clear that there is a considerable number of houses having a high degree of the settlement spirit while including some of the functions distinctive of a particular smaller or larger division of the church. Where such specific religious effort is conducted without willing or conscious invasion of other religious loyalties, it has not been construed as carrying the house in question beyond the distinctive limits of the settlement field. The nature of the religious affiliation of such houses is in all cases clearly indicated; and for the larger cities they are placed in a list by themselves.
