The question before the committee now is as to whether present classification is too extensive for the good of the service.
If such shall be found to be the case, two further questions arise First, whether some of the places now classified should not be excluded; and, secondly, whether the Executive has the power, independent of additional legislation, to make the exceptions that may be needed.
