"Wer Politik treibt, erstrebt Macht" sagte bereits der berühmte Politologe Max Weber über den Beruf des Politikers. Die Frage nach Macht in einem politischen System ist unumgänglich. Macht ist der zentrale Bestandteil und Antriebsmotor der Politik.In einem demokratischen, politischen System sind Amtsinhaber eine Repräsentation des Volkes und tragen daher eine Verantwortlichkeit mit sich, die es zu erfüllen gilt. Aus diesem Grund erhalten Politiker für einen bestimmten Zeitraum die Möglichkeit, für ihr Land repräsentativ Aufgaben zu erfüllen, um das System intakt zu halten, das ohne politische Ordnung nicht funktioniert. Um diese Ordnung aufrechtzuerhalten sind gewisse reformpolitische Instrumente vorteilhaft, die in manchen Systemen mehr und in anderen weniger ausgeprägt eingesetzt werden. From president and mayors to senators and delegates - different countries choose their own way to limit offices to have an efficient balance of power within the separation of powers. In the following chapters there are examples of countries like the African countries and how their leaders try to avoid the regulatory instrument, Russia and the tandem between Putin and Medwedew, the USA and their strict pursuit of executive and legislative term limits and finally parlamentary democracies and the need of a limitation of their leadership. There is also a discussion about advantages and disadvantages of term limits for the citizens, political projects and the electoral accountability. But most important is the comparative effect of term limits in different countries. An analysis of different examples suggest that term limits are a necessary instrument for non consolidated democracies, while there can be unintended consequences for consolidated democracies.
