Bali holds excellence in many aspects of life, including the regulation on local financial institution fit in the culture and local genius inherited in generations and rooted in the adat village known as Desa Pakraman (Pakraman Village). Local financial institution existing in Desa Pakraman functions as general bank and has been recognized by the government and is regulated in the Law Number 7, 1992 on Banking and as amended with the Law Number 10, 1998 in Article 58, it is classified as Community Credit Bank. The findings of this research showed that the concept of local bank putting forward the cultural values and local genius is an asset for the government to develop and care in its many policies and regulations to be able to grow, develop, and compete with modern banking. In addition, the specific characteristics differ from other regions or other countries, makes Bali with its Village Credit Body as the learning site and pilot for the national values and customs through local financial body.

H. Haykal is a lecturer at the Faculty of Law, Maranatha Christian University in Bandung, Indonesia. He writes for international and national accredited journals, proceeding, and mass media. Researches he conducted: Development and Corroboration of Sharia Bank in Indonesia under the Local Wisdom Basis in the Framework of Asean Economic Community.
