Okello Quinto ist nicht nur Direktor der GUTA, sondern auch Nachkomme einer königlichen Familie und bekleidet jetzt das Amt des Premierministers des Pageya-Häuptlingstums. Er ist auch der Vorsitzende der Pageya Youth Association (PAYA). Quinto ist von Beruf Lehrer im Ruhestand und war dreizehn Jahre lang im Ministerium für Bildung und Sport tätig.
