Este trabajo se realiza en el contexto de un programa de investigación sobre gobierno electrónico adscrito al Centro de Investigación de la Comunicación y la Información y financiado por el Consejo de Desarrollo Científico y Humanístico de La Universidad del Zulia. Con los resultados de la investigación se logra un análisis del sujeto móvil como actor político a través de los niveles apropiación social como sustento del gobierno móvil en la generación APP (jóvenes). El trabajo gira en torno a tres constructos teóricos: la apropiación social, el gobierno móvil y la generación APP. Los resultados indican que respecto a la apropiación, la generación APP estudiada no supera el nivel de "Uso con sentido", no exploran el potencial político del gobierno móvil que plantea Páez (2011) y son app-dependientes.
