Public administration is a vital mechanism that ensures the good functioning of the state. As a vital mechanism in the functionality of the State Public Administration and the Civil Service are precursors to the development of the state and, consequently, the society itself. In order to catalyze positive processes in society, civil service must be populated by prominent employees possessing superior professional knowledge and skills, integrity and loyalty to state institutions. Developed and advanced democracies have achieved this after much of the substantial efforts and reforms that have played an important role in the overall development of the state. On the other hand, developing countries, emerging from the conflict and post-communist states have underestimated this important process by shifting them to the bottom of the list of priorities. This has made the public administration and civil service appear as an obstacle to development processes due to the continuation of the governing inheritance of past systems.

About the author










During the last six years Avni is engaged as a lecturer within AAB University in Prishtina (Kosovo) and also is engaged as a human rights activist through Civil Society Organizations. During his academic career, Avni has published different articles and participated in many conferences in South East Europe.
