About the author










John E. Hodgetts (1917-2009) was a Canadian political scientist who is considered the father of public administration studies in Canada. He started teaching political science at the University of Toronto in 1943, where he remained a professor emeritus until his death.


Summary

Confederation was a relief to legislators who had to ensure the uneasy union between Upper and Lower Canada. Hodgetts has analysed carefully the factors that led to the gradual enlargement of the government's functions and the progressive tightening of the exercise of its authority.
