Mugerwa Paul nació el 27 de septiembre de 1983 en Kampala (Uganda), hijo de Paul Mukisa Ssali. Se licenció en Educación (Economía y Francés) en la Universidad de Kyambogo en 2008; obtuvo un MBA en Gestión de Inversiones en la Universidad de Bugema en 2013; cursó parcialmente el CFA-1 en 2013 en el CFA Institute, EE. UU.; actualmente cursa Valores e Inversiones en el CISI, Reino Unido, desde 2016.
