En esta parte del discurso ratifica el Coronel Marva las conclusio nes formuladas en la primera conferencia del curso anterior, y sentando con ellas la urgente precisión de robustecer nuestras instituciones ar madas, y la necesidad de estudiar cuanto se contrae al mejoramiento de los medios de ataque y defensa, entra seguidamente a exponer los pro gresos científico-militares en el transcurso del año que acaba de ex pirar.
